From the context of the advertisement, I'd wager this is a customer
contact, front line IT support tech in the field for a small shop, not
so much a help desk tech on the phone. $13-17 for an entry-level field
tech is about right.
If you are talking help desk, like phone support, I agree that $13-17 is
above the average.
