Keep in mind that the US is one of the only places in the world where
health care is tied to employment. In India, health-care is a
constitutional responsibility of each state or territory
(see http://en.wikipedia.org/wiki/Healthcare_in_India). So this is not
a direct cost that the business has to care about.

I don't know anything about retirement benefits.

Which is why people outsource — they don't want to deal with managing
retirement and health benefits. It isn't always cost, sometimes its
about simplifying.
