You have to write up a specification (which will not be followed), place
the RFP out so that (at least) three GSA vendors can fight to underbid
each other (such that they can't deliver what is in the specs) and then
choose who will construct your tin foil hat.

Note: Size, color and elemental metal used in the construction of the
"tin foil" hat may deviate from specs, in which case a change work order
will need to be created and you project's original budget is shot to hell.
