Networking isn't my area of expertise, but I worked once on a gov't
contract where the RFP has whole sections almost verbatim from a
presentation I (and others) gave them on how the system works. It
was basically tailor-made by the gov't Agency for us.

So, maybe something similar is happening here: they *want* a
specific person but must advertise, so they make it so specific that
only he meets the quals.
