I would recommend http://www.rootbsd.net a thousand times over. I
tried dreamhost, and it's okay if you're into that linux thing. But if
FreeBSD is your poison, ... :)
Let me know if you go with rootbsd, too - I could get a few bones
thrown my way if so. (not enough to lie about how great they are,
though).
If you want to go el' cheapo - I've been using phpwebhosting.com for
many years now. For $10/mo, it's about as good as you can get for a
non-privileged environment.
And no, neither use cPanel. :)
