I only briefly looked but I'm pretty happy with Symfony. Drupal is
using parts of Symfony in upcoming versions.

And, Symfony uses Composer (http://getcomposer.org/), which gives PHP a
kind of distributed CPAN (see https://packagist.org/ for an example of
the sorts of components available).
