Trace them back to where they are coming from. Contact his ISP. Ask that his
account be cancelled. Provide a message (with complete headers, including the
RECEIVED lines) as proof.

Also, if he is relaying through 3rd party mail servers set up as open-relays,
contact their postmasters and send them "thank you" notes. ;-)
