You may want to look into D.J. Bernstein's tools, in particular publicfile:

This page also has links to other ftp servers, with notes pertaining to
each. DJB's tools are known for stability, security, and rfc complicance.

No, but if you're looking for a simple ftp server, try pure-ftpd.
