[Nolug] LPSC Do Not Call Program

I was asked to psot this info to the list at the meeting. You give them
your phone number(s) and they publish a list. If you are a telemarketer
that wishes to phone people in teh state of LA, you must purchase this
list (quarterly), and you are forbidden to call the published phone
numbers. That's a switch, eh?

It looks like they just published, and the next publish date isn't until
October, so it will take a while to go into effect if you register now.
  Plus, you get a lot of survey calls, which they don't consider
telemarketing.
