If you've heard of weblogs or Blogger, then MT is a tool that you can
run on a webhost that will allow you to publish a weblog with comments,
archives, etc.

Thankfully, MT weblogs tend to be served from flatfiles (which are
generated from DB content). So, visitors can still see the weblog --
the owner just can't update it.
