What kind of problem you are referring to?
FCC regulates that all cellphones must be able to call 911 even without
the service plan or a sim card. How about mandatory GPS locator in all the
newer cellphones, which is planned for spying the phone owners in case of
"emergencies".

How about when immobilized at home where the wired phone is in the other
room, but cellphone is with you?
I have not had wired phone for at least 5 years and most probably never
will anymore. Many countries in europe do not even invest wired phone
lines for voice anymore. (excluding VoiP) Only for data transfer.
