Hi Ray.

Some people do "resell" BellSouth services, including ADSL. Most ISP's
however are set up as "NSP" (Network Service Providers) with BellSouth.
This means that we can purchase certain services from BellSouth and do with
them as we see fit. This means that we route the ADSL traffic to our own
sites and handle it there. This is the same way that FastAccess is set up,
actually. We all share the same status.

There's a FCC tariff which defines all of this.

So, I prefer to tell people: No I don't resell BellSouth. But they do
subcontract to me to provide part of the link (from the CO to the user, then
over their ATM backbone to me). Encapsulation, logins, DNS, mail and web
services, tech support, troubleshooting, etc are all from me (or whichever
NSP) not BellSouth.

The NSP interfaces with BellSouth (the phone company, not the Internet side)
to set up the ADSL stuff and troubleshoot it. The customer doesn't end up
in the middle.

This is now most ISP's selling ADSL work, including Southern Star, I-55,
DigiComm, Gulf South, etc.... Most other DSL providers sell SDSL and they
mostly use or resell Covad's services. Verizon and Sprint generally do
their own thing, too, but I don't think that either of them is active in the
New Orleans area. Sprint was for a while a few years ago, but they dropped
out. Verizon is gradually expanding, so perhaps they will one day.

Probably not. I'll let John speak for SStar, but he is pretty dependent
on Bellsouth for providing DSL to you since they own the "last mile" of
copper to your house.

Unless John is willing to run a copper pair from his office to your house
;). "Reselling" is a bad word... maybe we could get John to enlighten us
a bit on the relationship between Bellsouth and local DSL providers.
