[Nolug] PIC programming?

Has anyone ever done any PIC programming?
I have a PIC 16F628 chip and a HEX program
that I need put onto the chip. I bought
a programmer, and tried to run it under
XP, but it didn't work. I need to try it
under 98 or DOS, but I haven't gotten
to that yet. I thought I would ask the
community to see if anyone else has done
this?
