As a sidenote. Here in BR, cox seems to be having problems with
delivering he speeds they are selling. I have the normal 4Mb package,
and so far the highest speeds I've received were max 1.5Mb.

Send me your address offline and I will try to verify your service. As a side
note I have all cable modem services running where possible. The only areas I
can tell you for sure that does not have service is New Orleans, New Orleans
East and St. Bernard. All other areas are up. Although some customer may
experience individual issues do to down drops, etc....
