I did it 6 years ago - and it's still running it uses an alarm circuit -
costing $35 per month from BellSouth.
Ours is pretty slow but the speed has improved over the years.

2. Who do we need to contact about getting pole space? And, if known,

what's the current rate for leasing pole space?

It would probably be cheaper to go underground rather than paying rent
on poles. These guys did 1 job approx. 1200 to 1400ft, I cant remember
the price though.
