No, I believe that is strictly an Exchange function (public folders).
However, there are some free web based GroupWare packages (in varying states
of completion) that approximate that function.

There were some proprietary programs that could do this but no open

The users are using outlook however I'm looking for something on the backend
to simulate exchange's public folders. I don't need anything to talk to
exchange, just send and receive email and allow them to share information
similar to the public folders on exchange
