phpwebsite is open source and can be used as is but it is also theme-able.
It actually started out as a phpnuke fork but was heavily modified into a
completely different base.
Are you just looking for a few HTML pages with a smithering of PHP/MySQL
here and there? Maybe just a spruce up of what's on nolug.org already?
