It should be in Ubuntu's repository. Are these packages installed?
hunspell
hunspell-en-us

If not, install them in the standard Ubuntu manner.

Next, you must go somewhere in the OOo Tools menu and choose which
dictionary to use. (It's been a while since I've used OOo, so I
don't remember the exact menu path.)
