I agree XML by itself isn't a true programming language. But combine it
with XSLT and then i'd say you have a real language. XSLT has for loops,
if statements, sorting, and a load of numeric, date/time, and string
functions.
If he just would've put "XML/XSLT" i'd say yea. The fact that he can
actually "Upload/Download" the programs he writes is just a bonus.
