I really don't see a way to do that without some kind of client-side
scripting, whether it be javascript or flash. Unless you could somehow tie
an automatic refresh to a successful download, you could have it redirect to
a url that tells the server that it was a success. I doubt this could even
be done without javascript though. If you just want to give people the
ability to download something and you make sure they got it, just have the
download link expire after 24 hours or something so they can retry if
needed.
