Ah. I missed the part where he asked for a 'free as in beer' solution.
I know he did say a 'single pc' solution, but if you have any server at your
disposal then I would highly recommend http://cr.yp.to/djbdns.html. The
simplified logging would make it easy to track people who clear their
history, and it's very easy to maintain (individual hosts files would get to
be kind of a pain, unless you have centralized auth).
