What's the point of that? You'd have to re-wire your house, so that all
phones now plug into a PBX connected to the cable modem. Not a trivial
endeavour in homes.

It already does something close, if you sign up for Cox Digital
Telephone service. Then, voice data is sent through Cox's outside
lines, only to be split out outside the house, at the NID, where the
Bell phone line came in.
