For windows, Dreamweaver. Please stay away from crap like Front Page.

For X, bluefish, Mozilla Composer, or Quanta. A text editor is a good
way to start out learning the guts of html/css etc.; emacs or xemacs is
excellent for this.

Other than that, the O'Reilly HTML book is an excellent one and well
written and enjoyable to read (one of their best books, IMO).

You really do need a good grasp of at least HTML and CSS to be a
competent web author. You're limiting yourself too much if you don't,
and it's really not very hard.
