Home/kathy/.spamassassin/user_prefs would be the place to put it.
Also there is a user_pref generator here
http://www.yrex.com/spam/spamconfig.php if you want a little more
configuration then just the whitelist. Otherwise just add

whitelist_from *@newsletter.org

and you should be cool.

I have a user who wishes to whitelist an newsletter she gets. Can I
somehow add this to her and her alone by using

/usr/home/kathy/.spamassassin/ does NOT exist by the way. Where should
I copy it from? What permissions? I would assume owner kathy?
Should/Could there be a .spamassassin folder for each user?
