There is a brand of cat5 wire that used for outside wiring. I'm not sure of
the name but it has the regular cat5 wire covered in a metal cladding, then
a layer of waterproof gel(vaseline or some stuff), then an extra thick black
plastic covering. Call graybar and get some.

Plenum does exist. I have wired a few networks with it. We have to use
it when the offices we are wiring are inside any building owned by
hospitals. Because of the nature of it, the plenum cables don't
chemicals when/if something catches fire. Certain buildings have
regulations that require it to be used.
