We need mail from bob@aol.com to be viewed by the HR department, and
forwarded if "approved". So unfortunately this rules out just adding the
BCC.

You need the *recipient* addresses replaced? That would be complicated in
sendmail and probably easier to do with the MUA. (send to
hr@localdomain.com and bcc everyone else).

If you want all mail *from* bob@aol.com to appear to come from
hr@localdomain.com, that's more common and can be accomplished with
sendmail generics rewriting (ie bob works for HR). Not sure off the top
of my head, but look for the FEATURE(`genericstable'). The
/etc/mail/genericstable would look like:

bob@aol.com hr@localdomain.com

You may also have to put aol.com in the GENERICS_DOMAIN macro.
