All written material is copyrighted, regardless of who writes it.
Titles don't matter. (In fact, many copyright experts would argue
that it isn't possible to create a work in the U.S. that is not
copyrighted.)

Is forwarding to the list a copy of an article copyright abuse?
Probably, but the fourth factor in determining fair use (the effect
of the use upon the potential market) means that Chris is probably in
the clear here. Passing an article around among friends isn't really
impacting the market.

In any case, it is probably safer to post a link to the article.
(But, some people will claim that linking violates their copyright.)
