Okay. If you're still having trouble connecting, and it doesn't look
like your Linux or Windows machine is getting an IP address in the
198.162.254 network via DHCP, configure the IP settings of one of the
computers by hand to something on the 198.162.254 network (so that
you're on the same IP network as the router). When setting up machines
on the 192.168 network at home, I set the subnet mask to 255.255.255.0
and the gateway to the IP address of my router. I'm assuming similar
subnet mask and gateway settings will work with your setup.

If after you set the IP address properly (so that it's similar to the
router's), you can't still connect to the router, then I'm not sure
where to go from there without some research into your specific router.
