Just a shot in the dark since I had a similar problem once...

Have you tried doing a BIOS reset ? I had a board once that did give
me video on boot, so I ended up trying a BIOS reset (after everything
else just for the hell of it) and it worked. Apparently some settings
in the BIOS were screwed up.
