Do you have this set anywhere in your config?
AddType application/x-httpd-php .php
AddType application/x-httpd-php .phtml
AddType application/x-httpd-php .php3
AddType application/x-httpd-php .php4
On my installation it is in
/etc/apache2/conf/modules.d/70_mod_php.conf, but it could be set in
the standard apache.conf file also I think.
