I did investigate this option some time back as well for my friend in
florida. 3 months ago, speakeasy (http://www.speakeasy.net) had a decent
deal for ADSL only, and in the fine print it said that they need to pay
$6 for the local phone company in order to be able to provide the dsl
service.
