  How old is this laptop? More than two years? Think about
replacing it (new OS, new warranty, up to date software).
  Boot a live Linux distro, save data to a USB flash drive or
  Reformat and reinstall OS and programs.
  Suggest you partition hard drive, put OS on first partition,
Data on second partition, point \My Documents to a directory on
second partition so next time data will be pretty safe.
  Do a compressed image of the OS partition after reinstall of
everything and save to second partition for use later when
neighbor does it again.
  Viri are like polio. I can cure the virus, but damage is still
there afterward. You will spend way way too much time trying to
figure out what is wrong.
  I charge $85 an hour. The above should take about 2.0 hrs for
typical windows machine, assuming he has the windows install CD
(with install code) and the drivers CD, and program install media
and install codes.
   Shutting down randomly MAY be a hardware (heat) problem -
slow/dead fan, dust, clogged vents. Does neighbor smoke or cook
near laptop, it makes sticky surfaces inside that attracts
insulating dust/dirt.

My neighbor has a Windows laptop that's giving him problems
and other programs won't run anymore, shuts down randomly, etc.).

Sounds like he has a malware issue perhaps. I haven't really
used a
Windows machine in years now, so I wouldn't really know where to
start helping him other than to do a wipe and re-install.

Does anyone here do PC work on the side that would want to help
out? What kind of rates do you charge? I think he'd be willing
bring it to you so long as you're in the city.
