My experience with VPNs is limited to Freeswan and the Cisco VPN client.
I could not get the Freeswan to work with a Cisco PIX using only DES,
but the Cisco VPN client worked and would probably work with the
Symantec VPN server. You can find that Cisco VPN client here:

I'm not sure it will work with Redhat 9 (I am using 7.2). You will need
to install kernel-source. At this point I am unable to get it to
traverse NAT. Good Luck.
