No. Just as .gz and .tgz mean that it was compressed with gzip,
.bz2 means that it was compressed with bzip2.
**** NOTE **** No Unix-ish utility that I know of add default
extentions. Thus, you'll have to explicitly type out the *whole*
filename.
So, presuming you're using the latest kernel:
# cd /usr/src
# tar xfvj kernel-source-2.4.23.tar.bz2
# ln -sf kernel-source-2.4.23 linux

What are you having trouble with? The very basics, or esoteric
options. "Linux in a Nutshell" and "Learning the bash Shell" are
both good O'Reilly books.
