To be fair, "third world" countries are ahead of the US in regards to
Cell phone use because the infrastructure is cheaper.

The US already had a lot of wires installed, so there is less
incentive to focus on Cellular applications. Other less developed
countries looking for a phone system go with Cellular because of lower
infrastructure costs.

Sometimes, the US is behind on the adoption of new technology because
we get enough use out of the old technology.
