The "emergency" thing to me just looks like a way to max out the
bandwidth - in essence, they are taking advantage of the situation to
get around the legal limit. Is this right? Who knows, but it is
obviously an advantage when trying to promote this as a way to entice
people and businesses back.

Also, as Jeremy noted, not many people would likely jumpship. I know I
wouldn't unless I had 100% faith that the wifi would be up 24/7. If
anyone might be getting their knees cut out from under them, it is the
coffee shops that provide free wifi. On the otherhand, that might save
them an extra $40/mo if they could provide a place to sit while you
surfed via CITYOFNO.
