[Nolug] Cant create new files even as root?

I have a friend asking me why even as root he can not add a file - I
haven't a clue.
ls -la /etc/bind
drwxr-sr-x 2 root bind 4096 2006-11-04 17:35 .
drwxr-xr-x 55 root root 4096 2006-11-04 18:10 ..
-rw-r--r-- 1 root root 237 2006-09-07 09:43 db.0
-rw-r--r-- 1 root root 271 2006-09-07 09:43 db.127
-rw-r--r-- 1 root root 237 2006-09-07 09:43 db.255
-rw-r--r-- 1 root root 353 2006-09-07 09:43 db.empty

any ideas?
