Someone else mentioned SELinux... this is quite possibly the problem if
the distro in use shipped with an SELinux policy enabled for the BIND
server.
If Fedora or Redhat, look in /etc/selinux/config to see if SELINUX is
enabled. Also have your friend run ls -laZ /etc/bind and ls -ladZ
/etc/bind to see if any SELinux contexts are in use on those files or
directory.
