Bell South Tech Support is Soooo bad, I refuse to speak to anyone unless
they are in Oak Ridge TN.
I had a guy in Ft Lauderdale FL flat out lie to me just because it was an
hour before quitting time and he didn't want to be bothered. Also, the Oak
Ridge guys will acknowledge you being an IT expert and skip past the obvious
things on pages 1-3 of the DSL checklist.

NICs could be blown, that happened to me two years back. NIC worked until I
rebooted box and never worked again.
(I had diag tools that confirmed the NIC worked, but was unable to Tx/Rx,
Loopback 100%.)
However, I have also had a signal error that knocked my circut out at one of
the switching station sub panels down the street. Similar flashing lights
and Techs were able to connect directly from the circut at the main office.
I had to unplug everything including the phone line from the modem, and
disconnect every device from that phone line, before I could reconnect.
I later found out there was a severed cable in the neighborhood feed by that
sub panel. That probably caused a surge or something.

    After taking someone else's suggestion that I reinstall the driver, I took out the card, rebooted, put it back in and rebooted again. It was activated, but still no DSL. I decided the cheapest, quickest thing to do was to go to BB and get another $15 card. Did that, had to remove and reboot to get it to work, but it says activated and still no DSL. I had forgotten about the indicator lights on the back of the NIC; one stays on all the time and the other doesn't blink when I try to get DSL. Any more suggestions?
