I checked odbcinst --version and found I had unixODBC 2.2.5. Configuring
gave me "no ODBC headers and/or libraries" again. I tried installing
unixODBC 2.2.9 but odbcinst --version still gives me 2.2.5, and I still
get the missing files message when I run configure. Making 2.2.9 took a
long time with probably hundreds of entries on the screen.
